              Biding Closes Thursday June 7th at 10:00am             

Sealed Request for proposal (RFP) will be received by City of Anthony, Procurement/Payroll Clerk, Sara Vasquez (hereinafter called “City” and “Owner”), at the City of Anthony, 820 Highway 478 Anthony, NM 88021, until 10:00 a.m. (local time) on Thursday June 7th,2018 for Project No.: COLONIAS INFRASTRUCTURE BOARD/NMFA 4104-CIF & CWSRF 067.

Project Scope: consists of designing South Anthony Arroyo within the City of Anthony, NM.

Resident/Veterans Bidder’s Preference do not apply.

RFP documents may be obtained in person at City Hall 820 Highway 478, Anthony NM 88021 or via email to Projects Coordinator-Esther Motongo

Businesses without Internet access may obtain these documents, upon request at the City Hall, 820 Highway 478 Anthony, NM 88008. (575) 882-2983. Potential Offerors who elect to return the Acknowledgement of Receipt Form located on the City Hall or by email, will receive all further communications including amendments/addenda to the RFP documents.

The City of Anthony reserves the right to reject any or all proposals and to waive any informality or technicality in any proposal.

Decisions of the State Labor Commissioner setting wage rates will be a part of the Contract.

This project is partially funded with United States Environmental Protection Agency funds, and therefore must comply with all federal cross cutter requirements. Neither the United States nor its department’s agencies or employees is or will be party to this invitation for bids or any resulting contract. This procurement will be subject to regulations contained in 40CFR part 31.

All qualified applicants will receive consideration for employment without regard to race, color, religion, sex or national origin. Bidders on this work will be required to comply with the President’s Executive Order No. 11246, as amended.

The Offeror must make a good faith effort to solicit and hire Disadvantaged Business subcontractors and suppliers to meet the goals outlined in EPA XP-215. A good faith effort requires that the Offeror: 1) Complete the affirmative steps outlined in XP-215, 2) Submit XP-215 with the proposal, 3) Submit with the proposal proof that affirmative steps have been taken and this should include copies of advertisements and letters of solicitation. A Proposal that omits XP-215 or does not support that a good faith effort was made will be considered non-responsive and the Proposal rejected.
